There are only 2 places I can think of that statistically would have larger breasted women drawn to the same area.
Larger woman's clothing stores and the Pinup/Porn industry.
The latter seems like something you'd have to get involved in career wise, Like being a cameraman or maybe some guy who does work at those porn promotional cons (I.E whatever the hell Maserati and Hitomi were at in that one famous webm).
It's probably very competitive but it's a line of work that may in all likelihood, get you close to women who are of a statistically higher cup size. Granted, they're porn stars, but I'm sure everyone in that industry has connections (I.E you try to date a porn stars non porn sister who has big boobs too)
As for the former? Well obviously I'm not saying you should loiter, or stalk, or whatever but I'm just saying that in terms of a statistical place where someone with larger boobs is going to be at compared to any other given area, it would be any place that offers a service related to their big boobs.
This also includes the third, sadder, probably worst idea of the bunch would be a clinic specializing in breast reductions, but lmao what are you going to do? Jump out of the car yelling DON'T DO IT once you spot some poor girl showing up to do the deed?
I really wish men were thrown a bone and dating apps had boob filters, since at this point the gloves are off and men are filtered by height, but nah.
