There's secret rules amongst cops that aren't made aware to the public.

Number one is if you intend on shooting someone, whether you need to or not, always yell "DON'T REACH!" or "HANDS UP!" beforehand that way they can claim they believed their life was in danger, when 99% it's not, and that even if bodycam footage shows nothing they can claim that it didn't record what they were seeing and able to outright lie because they know they'll be defended.
