Go find a sketchy company in your town owned by a friend of the mayor and the Judge and the people on city council and start looking up what other companies in your same city have EPA fines, warnings, etc., and demand a fair number of days for their transgressions against the environment.
The weight of the plastic, aluminum, and ink or paint of a few Mylar balloons is nothing compared to a cup of oil spilled on the ground, or employees using excessive amounts of degreaser when mopping restaraunt kitchen floors, or garages spilling oil and school employees illegally dumping kitchen grease.
Thereโs a place in hell for beauracrats at the city level fining and jailing someone for Mylar balloons. Itโs especially wrong if you bought the balloons from a store and werenโt warned about it, and the store is half as liable.
Find out as much as you can and then do an LD50 comparison of Mylar balloons and whatever spills or Permitted Releases of chemicals are or have been sent Willy Nilly carelessly into the by environment by other people in your cityโs jurisdiction.
