a computer has a cpu and dedicated graphics card and runs a desktop operating system.
mobile phones, pads, pods and other non-computer devices do not, because they use a specialized, stripped-down, low-performance operating system and an integrated graphics / cpu combo. these devices are geared to use low energy, do not use active-cooling because they cannot get hot, due to the design architecture restriction of running off a battery.
now, the exact reason you cannot play a 4k video on a shitty non-computer device is because video codices are made so they can be decoded ON THE GRAPHICS CARD, which is much faster than doing it on the CPU, and alas, your crap phone is completely overloaded with this task unless it has a specialized codex which is directly supported by the CPU, such as H.264 and a few others. But it is unlikely that some dude posting a creepshot video is going to chose this codex, because there are newer, more space efficient and more compatible codices around
