I think that the only way to change one's behaviors is to change how you define "fun". All this crap about self improvement, finding a hobby and shit, pffft. Only fun can really drive what you do, cause we naturally gravitate towards fun stuff. So in a dilemma between "do I let my brain rot on a norwegian basket weaving forum for the next 5 hours" and "do I study C++ to become a valuable member of society" most of us will choose baskets.
So the question to ask is "what is fun for me". If you don't like your own answer, then you've identified the problem. Secret to life is: one can actually change what they enjoy doing (somehow 4chan made you "enjoy" it, didn't it?) - though it takes effort, cause the lazy monkey inside your brain will initially hate the change. This is where most people fail, "boo I tried learning to draw but it was so boring and so much effort and I sucked" (after "trying" for 2 hours, 1 of which was shopping for pencils). You may have to force yourself in the beginning.
