Install and use ffmpeg on the command line. Handbrake is a UI wrapper but only faggots use UI.
Search "ffmpeg two pass", it lets you take any video and target a final filesize at max possible quality.
Create a simple bash script (or Powershell or whatever winfags use) or an alias for your ffmpeg command, so you can do it to any video on command without copy pasting.
I wrote my own custom lua script for MPV that lets me crop, loop, bounce, repeat entire videos or clips that writes it to the hard drive, compressing videos over 4MB, it's sweet.
