Southern Europeans aren't white no.
Spanish and Portuguese is mixed with the Moors, Italians are mixed with Arabs and the Greeks was systematically diluted as an ethnicity under the Ottomans. Within the last 600 years, all 4 ethnicities have had non European races mixing en masse with them. Some as a choice, some as a method of control (Ottomans tactic).
England and Wales population is mixed from Germanic invasions after the end of the Roman occupation, Pictish invaders from then Pictland now Scotland and then Norman's who themselves are Germanics in France mixed with Viking (Germanics) settlers. The last time the British Isles before WW2 had any big population fight their way in was 1066 with the Norman invasion, bringing in under 40000 men into a population of roughly 15 million (across the Isles).
There's an argument France isn't white because their colonisation tactic was to try enforce the idea of "French" on their colonies and they allowed colonised "French" to live in France but that's too regional, mostly to cities and they stopped tracking this after WW2 so any data is completely out of date and wrong.
