Take female hormones (or more precisely, get your internal hormones to female level or higher) and you start growing tits. Takes a month or two to start, they'll be fully grown in a couple of years. General rule is you'll end up a cup size smaller than your mom or sister, but exceptions exist.
You can do estrogen alone, but need to take enough to suppress your own testosterone, you can take less estrogen plus a testosterone suppressor, and once your tits are established you can also take progesterone to mature them. There are even some regimens out there that cause you to start making milk but for genetic males it's a long shot.
The tits you grow this way are natural as in home grown, not implants. And there are plenty of guys who grow tits even without hormone supplements by being overweight or having conditions that cause high estrogen (called gynecomastia) so trying to say that hormone tits "aren't natural" is really just typical anti-trans stupidity/edgelording. Yes you can make that argument but living in a house, getting past 30 years old and brushing your teeth is all unnatural by that logic.
Personally, I think the more pairs of jiggly tits there are out in the world, the better.
