well, facts are pretty hard. I'd say, more accurately, that this merely suggests the Mars rover is a fabrication, a production orchestrated by a team of filmmakers from Nasa.
Let's say, though, that you're building a multimillion dollar piece of equipment that is going to be sent to another planet with no hope of maintenance or service calls if something goes wrong during it's mission. It would also be reasonable to suggest in such circumstances that this video/evidence could merely amount to RND, the Nasa crew being there in an environment similar to Mars so as to simulate field conditions for the specific tech they're attempting to verify.
Another assumption I could come up with is that this is merely a photoshoot for the sole purpose of drumming up publicity or showing to a board of investors, which would actually go along with your idea of it merely being a production of spectacle, but more for the purpose of inspiring those with money to spend that money on a Mars project.
The one thing that really bothers me about making the assumption you made from the evidence presented in the video is, why would they be driving around in marked vehicles? Why would they be doing it in an area where the Google car can just drive past and take pictures of them in active production of the lie? To be honest with you, it just doesn't make any sense. It seems more likely that this is for some legitimate purpose.
