Like most modern contemporary culture it was created by jews as a method to attack "amalek" AKA western europeans by means of demoralisation and division. So naturally it's not applied when other cultures copy western europeans. Because obviously if it was then they wouldn't be on the internet, using electricity, or living in brick houses. Certainly not speaking English or living in Europe.
It's purely used as a means of attacking white people and specifically as a way of painting anyone of those ethnicities as inherantly evil and cruel. With heavy connotations of "colonialism" which again is only ever presented as a bad thing with no mention of the fact that we civilised the barbarian races.
