There's many forms of slips/"slips". In this case, it's one of two things (and whether there's a meaningful difference there, eh):
One, she merely acts like she's going to flash, but never actually intends to because she doesn't want to get banned (or because the reveal means the jig is up and everyone gets bored and leaves, like when Belle Delphine finally got nude), but she flies too close to the sun and accidentally reveals an actual nipple (an accident in much the same way as losing at russian roulette is: you still chose to play)
Or two, she did intend to flash, but is ACTING like it's the former in order to gain a modicum of mercy from the platform moderators. Whether that works for them, I'm not sure, since the mods could probably say "well that's your fault for risking it for tips"
Sometimes it'll be a little more subtle, such as doing dares for tips, like "bet you can't do a handstand" (which will make her shirt lift up), and she pretends like either nobody knew that would happen and it was pure accident, or she plays dumb and blames chat for tricking her.
Ironically this means that if they don't react at all, that's when it's most likely to be a genuine accident, because they're not playing this plausible deniability game at all, they just actually didn't notice.
