My street, Whittier St, was mostly nice houses in the $100k range. Keep in mind, 100k goes a LOT further in West Texas than most places. 1600sqft, two car garage, 4 bedroom two bath on 1/4 acre lot. But right behind me, Saddlewood and Don Juan(<-- shooting took place here) are all low income duplexes and rentals. All of Abilene is like this, nice(ish) houses with low income housing scattered throughout.
The shooting took place in one of the dumpster allies that run behind all of the houses. Instead of 1 trash can per house, there are dumpsters between every other house and are shared. I saw more than one argument over the over use by one household or another and there was a lot of dumpster diving.
As far as Abilene itself, it's mainly propped up by Dyess AFB and three Christian Collages. The nightlife was mainly filled with these two groups, college kids and airmen(<--me). Abilene was historically one of the big West Texas HS football towns(mentioned in Varsity Blues) But I didn't have kids, so didn't see much of that myself.
