Even when people are bound up and held, if there aren't enough people holding them down they'll still flail and buck to try to get a couple seconds of reprieve while you reposition
think about those middle eastern vids where they saran wrap a guy mermaid style and beat the dogshit out of their ass and legs, those guys are still using all the core strength possible to try and jump around and throw off the dude w the board/stick
