Some of that is true, let me explain. Every I don't know how many years a pureblooded dark elf is chosen as the queen and she goes and bathes into a pool filled with semen. That semen is not from men, it's from the God Giant who created the continent and the elves as he was dying. The purpose of the chosen dark elf is to prepare for the ceremony by purifying herself and then getting into the pool and getting pregnant with the giant's child, I don't remember if it was stated that child will be a pureblooded elf or something else. But half elfs are the only thing born when a human impregnates a pure blooded dark elf and they are always female, in Mistioras ending she has multiple half elf daughters with plenty of clients, Chloe is also a half elf, and Luca who is a half elf is hinted at being Olga's daughter and potentially Vults too.
Anyway that's what Olga was doing in the castle in Kuroinu 1, she wasn't ruling the land, or commanding the monsters(they just were attracted to the energy around the castle), she was just preparing for the ceremony by purifying herself.
Now the reason she was chosen is because the original chosen elf, Mistiora from the second game, was raped by Goblins before the ritual. Therefore she was deemed unpure and was set to be executed, but she had her life spared and exiled instead because Olga(her elder sister apparently) offered to take her place.
Olga didn't start any wars, the monsters simply gathered outside her castle because of the dark energy and then went and raped and killed everyone around just because. The maidens and Celestine misunderstood that as the Dark Elf queen declaring war on them.
