I would say it was longer than that - in fact, starting at around 1999, and lasting until 2015 or so. You had the widest variety, and it was also when Japan was at its most depraved. You had all sorts of studios pumping out tons of great titles, vanilla and rape, with all sorts of disgusting monsters, tentacles, heroine types, etc.

The studios are free to license an international uncensored version, there's nothing illegal happening there. Whoever then decides to sell it back to the Japanese are at fault due to the legality being with distribution.
