Is there? Last I checked(years ago), Magicami was that 3D game but with 2D Hscenes. It has died and released as offline game.
Taimanin could do that though, just use AT as base and add Hscenes. Having 3D Hscenes... can work on limited scale(maybe take Snowbreak's approach on interactive scene) but I really doubt any nips would be brave enough to accept the risk.

Low IMHO. The current imbroglio with RPG is the crappy state of the game on a tech level, (allegedly due to changes in management) plus the thin gruel of scenes for the last six months, plus the recent AI farrago.

But Lilith has also stated their intent for RPG Season 2, and the tech trouble is apparently due to an extensive update/rewrite of the RPG codebase to accomodate that.

As to the 3D thing specifically, I don't see how that would explain artist absences; they wouldn't do 3D designs, just design sketches. Nevermind that I'm pretty sure Lilith had to outsource AT precisely because they have so little, if any, inhouse 3D capability.

A modest hope would be for a short-mid length VN this year, since they've managed to put one out the past two years.

That's the thing, she literally can't. Extracting the scenes varies from game to game. TABA was easy because it was plain html and JavaScript, but RPGX is more complex because it uses Unity (but among Unity games it is simple or so I have heard).
The only pointer I can tell you is to open the game, go to where the scenes can be started, before starting one, open your browser developer tools (F12 key for most browsers), go to the network tab and then start the scene.
After that, just see what files you receive and try to find which ones are the script, the images and the audios. Each game send those files in different ways so you will have to figure it out the rest yourself.
