I suspect a key reason is simply elaborate metal restraints are far more expensive than rope or tape. Also being rigid means certain items may not fit everyone, further limiting when they can be used even if they are available.
It's a shame, as metal and locks can often look far more intense and inescapable than other forms of restraint.
