I found this map. Countries which have at some point claimed to be Rome's successor. Shouldn't Spain and England also be red?

true but Spain and Portugal also have a legitimate claim to being a direct continuation via the Basque Country and the Visigothic Kingdom which became rump states during the western empire's disintegration:

in turn, these countries were reduced to the rump state of Asturias in 718 which eventually conquered all of Spain by 1492. Spain, the Netherlands, Germany, Austria, and Italy were then united under Charles V in 1516.

The Netherlands and Italy then lost their claim to being a direct continuation during the Napoleonic wars and Germany and Austria lost theirs in 1945 so in summary there are really only three successor states in Europe:

- Romania (Trebizond > Theodoro > Wallachia)
- Spain
- Portugal (via the Iberian union 1580-1640)

The Byzantines married into the Rurik Dynasty of Russia. The Ruriks were the descendants of the last Roman Emperor Constantine XI Palaiologos.
Russia almost completely adopted Roman culture. They became the centre of, and defenders of the Roman religion, Orthodox Christianity.
Almost their entire legal and administrative system was Roman.
Cyrilic, the Russian alphabet was based on the Greek alphabet and modified by the Byzantines, which became the basis for the Russian written language. So they use the Roman language.
One of the reasons why the Russians constantly went to war with the Ottomans for a period of like 500 years was to try and avenge the fall of the Roman Empire and retake Constantinople.
A Roman from the 1300s/1400s would recognise Russia more than any other country in 1914. Picrel is when rome died, in 1917.

Because the Habsburgs were fags and cared more for the germanic imperial title than the latin one. Also they could have used the other spanish imperial title from medieval times, the "Imperator Totius Hispaniae", thing that never did because they were afraid of pissing off their germanic imperial cousins.
