Altering matter itself to not allow rape is not really possible, so it would need to be a forcible change of someone's will to not do that, but then you won't have free will, especially when seriously thinking about that "perfect" world, where many other things people would also want to be forbidden, all murder, rapes, theft, insults, etc. Any bad feelings really. So how many actions would people really be able to do in that world that doesn't allow any action that can be seen bad for someone else? Especially when almost any action one human can do to another can be seen as bad depending on the person and circumstances, even being born and raised until you can even realize that you were "forced" through those things, which is not your choice, can be deemed as bad by some people.
