The purpose of Jesters is to keep the royalty humble.

Jesters function as the single most important advisor throughout the entire royalty because they are the only ones who actually speaks the damning truth. They are forbidden from rising up the ranks, and they cannot be punished for making the pampered brats angry. They are essentially the voice of the masses speaking to their ears, reminding them of what is truly important
Royals who refused to have Jesters ended up being ruled by nobles with overinflated egos and caused much uproar throughout the kingdom, i.e, France and Hungary
