Jesters were more or less just professional comedians.
They weren't any sadder about what they did than the average successful actor.
Having the king's ear was more "basically never" than "in some cases" though.

The purpose of Jesters is to keep the royalty humble.

The Kings of old aren't fools. They are aware that they are a bunch of out-of-touch spoiled brats. They need people who would keep them humble in order to ensure that they at least have their feet on the ground. But such kinds of people are nearly impossible to find because there is much reward for being in his good favor and much more to lose for making him angry.

Jesters function as the single most important advisor throughout the entire royalty because they are the only ones who actually speaks the damning truth. They are forbidden from rising up the ranks, and they cannot be punished for making the pampered brats angry. They are essentially the voice of the masses speaking to their ears, reminding them of what is truly important

The former is a stand-in for the kings subjects whose job is to predict all touchy talking points that he may encounter, whereas all the other are deliberately chasing laughs and applause from those subjects. The conflation of Jesters being clowns is due to clowns' humorous imitations of Jesters and what the populace dreams that the conversation between the Jester and the King might look like.
