Freedom of speech. The Soviet system couldn't handle minor politicians going around spreading fear, it's just not the way they're structured to work. In the West pretty much anyone can claim whatever they want, the media can and will run fearmongering campaigns without any regards for the ruling power or system, it's probably how most presidents got into power during the Cold War, fear of communism. In the USSR they always had the same people in charge, no space for minor politicians or even a former movie star to start making wild claims about the ruling elite and the foreign enemies in order to become leader.
Their propaganda was top-down and consistent, if you're wondering what would the Soviet equivalent of that image be, I'd say you could grab some propaganda talking point like "I have access to better healthcare and food than other countries" and most Soviets would ignorantly answer "yes" despite being poor af, meanwhile, Americans with actual healthcare and an abundance of food will answer that they're starving and lack everything, and that the rest of the world is better than them.

The same couldn't happen in 1950s USSR. The Warsaw Pact wasn't justified in the same way, there were lot of tensions, the Eastern block was mostly there against their will. If the USSR started running a systematic fear campaign against a foreign threat, countries like Poland, Hungary, Czechoslovakia would simply try to leave even harder than they already did in real life.

Americans saw the soviets as suicidal subhumans who would fire first, while the Soviets had a much more optimistic view of Americans being rational. Also America had nukes first and didn’t strike the Soviets when they had a monopoly on the technology, so there was already some basis for trusting that Americans would not initiate the war.

Yeah. I'm aware. Here in Brazil I'm upper middle class, that's why I can speak English, my family was able to afford proper education for me. Among my peers, those that work for the government get great benefits and a lot of them consistently vote left wing since the 90s. Since I'm a man, not some frail old woman, I usually walk outside quite a lot, in public transportation too, whenever I mention with them how crackheads are awful or the cracolândia is hell on Earth, they'll tell me that it's not that bad, and that even though we live in Rio and they see violence on TV all the time, in real life it's not that bad.

Norilsk despite its reputation isn't the worst place to live in. The pollution is extreme and if you're gonna try to live Petersburg lifestyle there you'll go bankrupt because the remoteness fucks up the prices, but the wages iirc are way above Russian average so it's a good place to live hermit mode for a few years and then move to more civilised region.
If you're looking for shitholes look at random towns between Volga, Ural and Caucasus or something or in some ethnic regions east of Urals.

USSR life conditions were in free fall since 1963 but Soviet propaganda made excellent job painting "everything is good!". You are great example of this.

America had similar issues with alcoholism in early 20th century, and prohibition greatly reduced that. yes, people still drank, but they switched over from hard liquor to beer
