This is mostly true in that some Democratic Presidents are actually smart enough to circumvent or outright defy judicial authority at times (for better or for worse). Republicans Presidents don't even the balls to do it, let alone the smarts. Nixon tried and chickened out quick. How exactly did Lincoln defy the Supreme Court? The South had only 49% of the vote and voluntarily resigned their positions within the US government. The Supreme Court couldn't meaningfully rule on the Fugitive Slave Act anymore, as all the victims (Southern property owners) had renounced their US Citizenship. Why should the Supreme Court rule for non-Americans in American courts as if they were Citizens? Non-citizens have no right to Jury trials, and Commander-In-Chief Lincoln had no reason to provide it for them outside of UCMJ.
