He didn't, he simply had bad intelligence provided to him and made plans based on it. Which is why the inquest absolved him of any personal guilt for the disaster. When the only possible way he could have averted disaster was to magically obtain information he had no way of getting, and to magically know information he had was inaccurate, there's no reasonable way to hold him accountable.
