London used to be a massive slum before they gentrified it and moved industry further north...and then all the industry further north was outsourced but they never bothered gentrifying because nobody wanted to put in the effort since London was already there

Because the English economy is a complete joke. 80% of workers are employed in services i,.e not actually manufacturing goods, but just mostly just facilitating luxury consumption in financial services for the elite. And this is on purpose, the British capitalist's dream is turn Britain into Dubai or Singapore, where they can make infinite money from moving money owned by countries that actually matter around. They've destroyed all industry to reply instead on exporting services, and basically contracted the "Spanish ulcer" that brought down the Spanish empire. So its days are numbered, even if the MPs gobbling down Dubai Chocolate, buying NFTs and fucking Saudi prostitutes haven't realized it yet.
