Even ignoring the massive personality shift Napoleon would have had to have undergone to "dump his imperial ambitions", do you seriously think the European monarchies would have just let him sit on his empire long enough for him to industrialize? Of course they wouldn't. The Rhine and Italy would have been perpetual frontlines, to the point that he would have had to pour similar amounts of money (and likely much of his own time) as he did IRL into the army just to defend it. That's on top of the reality that Napoleonic France basically needed war to survive, since the spoils of war and "contributions" from defeated powers made up the grand majority of France's stable income at the time, with few to no banks being willing to lend him a dime.
