weapons got better so war became a "both sides lose and if you win you get a ruined wasteland" scenario most of the time, the only exceptions being the cases where one side's too weak or demoralized to really resist
The lesson was demonstrated convincingly all the way back in WW1, but politicians and the arms manufacturers who bribe them keep refusing to learn it
