Holy: Was one of the main Christian defenders of Catholicism, the Emperors was crowned by the Pope themselves
Roman: Held the city of Rome for a time before letting the Pope take things over, the State’s faith IS Latin Roman Catholicism
Empire: Was for a time the largest and most centralised Christian state in Europe and the their rulers were specifically crowned Emperors

Vs the Byzantines
Unholy: Followed the heretical orthodox faith and didn’t attempt to bend to the pope until it’s too late
UnRoman: They are mainly a pagan greek bastardization of the Latin Romans’ faith and culture, lost Rome to barbarians
UnEmpire: They stopped being an empire after the pope stopped recognizing them after Irene the witch

It wasn't roman in either an ethnic or a cultural sense. The title of holy roman emperor refers to his right to rule with the authority of the ancient roman emperors, i.e. rule over all christendom. It's hard to understand for a modern person that this doesn't make him roman in any sense.
