TL;DR Hitler is claiming that an independent Jewish state of any kind would be a "refuge for swindlers" and that thus he opposes it.
In his lifetime, he never trusted anything Zionist, being Europe's most outspoken antizionist. For example in a speech on April 28, 1939, he said

He allowed Jews to flee to British territories (including Palestine) but if these territories fell under German control for some reason I doubt the Jews would be treated well

Terrible proof, since he didnt create that plan and cancelled it after becoming chancellor. Havaara agreement was made before Hitler became chancellor, so not his idea. He never trusted anything zionist, being the most outspoken anti zionist in Europe at the time. He tolerated it on advice from his staff telling him it would remove jews and appease enemies, avoiding war. He stopped trusting that argument and canceled it after a year.
