Because neither the French nor the English nor the Dutch wanted Portugal to be conquered.
Not that Spain could conquer Portugal anyway in most cases after the 17th century. The only time they were a single state was through a persona union (a very short and unpopular one)

'Spain' was already the hegemony the moment Castile and Aragon went into a personal union, and the Habsburg crown ruling Spain also inherited most of the HRE ruled from Vienna (including much of Italy) and the rich lowlands. Not to mention, nearly the entire new world.
The spanish silver peso also became the de-facto currency of Europe because of it's overwhelming circulation from silver mines in the Americas.

The point being is that no other great power had any desire to watch Spain gobble up another great power like Portugal. Attempting to do so would likely trigger a large war.

Spanish hegemony ended after entering a long series of costly (often religious) wars mostly in the 17th century. The Spanish armada, the Dutch rebellion and the Thirty Year War, along with massive inflation because the Habsburg sucked at economy. Incest eventually put the final nail in the coffin and allowed for a new French hegemony during the late 17th and half of 18th century.

Because they tried and failed, and it wasn't because of the brits like how they cope about it, and in the one time in history where both countries shared a ruler, they took that as an opportunity to siphon Portugal into their self-destructive ideologic wars, but luckily we jumped ship before they sank

I can't speak between Portugal and Castille in specific, but post Union Portugal did manage to prop itself up again, in part due to the massive amount of gold from the Americas and the still profitable trade from Asia, it just wasn't one of the top dogs anymore, in part because it no longer had the edge over other European powers, something it depended on considering their small population. By the start of the 18th century, Portugal was one of the biggest gold producers in the world, and with it funded its own expansion, development, and a bunch of megalomaniac projects from their absolutist kings, to the point where the Vatican even granted the Archdiocese of Lisbon the right to wear the Triple Tiara, something that was reserved for just the Pope. Pombaline Lisbon also became one of the crown jewels of Europe after its reconstruction, regaining its status as a global hub for trade and commerce
