Technically yes. If you read all documents written in Italy, Spain, Germany, England, France, Portugal and all the West prior to XVIII century. It was referred as the Empire. The rulers were called Caesars and Emperors.
Nobody prior to XVIII/XIX centuries referred to other nations peaks as "empires" because there was just one single empire. The Roman. That survived guided by Franks and the Church.
