The key difference is money is usually not directly exchanged in the case of lobbying. Money that goes into a Lobby is not directly handed to politicians but rather goes into that respective lobbys organization or PAC, and the PAC then exists to attempt to convince a politician of their cause or to promote their cause to lawmakers.

the laws they write which were idealized and paid by private organizations were written because of free will
