They mostly genocided local populations and replaced them with romans, back then the UN didn't exist and you could just go into a city like Carthage or Jerusalem and flood the street with the blood of its poeple and then slowly repopulate it with settlers from civilized provinces

I'd extend the Roman area to peninsular Italy but its pretty valid for the rest of the Roman Empire

this idea that germany wasnt a part of the empire is just 19th century nationalist propaganda. its actually wild how often this applies to anything to do with germany, they constantly lie about everything.
