Its called the roman empire for a reason. They mostly genocided local populations and replaced them with romans, back then the UN didn't exist and you could just go into a city like Carthage or Jerusalem and flood the street with the blood of its poeple and then slowly repopulate it with settlers from civilized provinces
Rome was a war-torn shithole by the early 600s, all the roman aristocracy moved to constantinople
