The most common argument I hear is that the party bureaucracy had become too corrupt and entrenched to make the economic reforms. I'm not sure why it was different in China where the party went with Deng Xiaoping's reforms without much resistance.

FWIW China is relatively more liberal today than the Soviet Union was. I'm not totally sure about that but just squinting at it and reading about the history of the USSR a bit. Like just in terms of expression or in publishing.

It has to do with the Volkisch theory of race as prescribed by Hitler, who predicted the fall of the USSR in a lifetime in the year 1923-remarkably accurate. State and government is a function of racial character.
