Earthquake damage can and has been largely mitigated through Earthquake resistant infrastructure. Most homes in California for example are built on slab foundation for this exact reason, even homes from over 50 years ago are made with Earthquake proofing in mind, and homes that don't can be retrofitted. In fact, an the United States in general, the biggest risk from Earthquakes do not come from structural damage but rather from objects coming off of shelves and landing on people or furniture tipping over. That's why the US practices the "duck and cover" technique, whereas in Europe they practice the "Triangle of Life" method. The Triangle of Life assumes that the building will suffer Earthquake damage, a lot of older homes and buildings in Southern and Eastern Europe are found to be more likely to collapse during an Earthquake, in the US the risk profile is not the same.
