Because of autism and because they can. The moment Qin Shi Huang unified China, he made a whole bunch of standardization reforms that paved the way for eternal unification. Any subsequent emperor, from whichever fucking dynasty, had to inherit the existing bureaucracy to be able to govern the behemoth that is TianXia.
