Because Armenians had been staging terrorist operations since the 1890s, and their cooperation with the invading Russian army (helping them with logistics, murdering Turkish and Kurdish civilians in the rearguard, cutting off Ottoman supply trains, and even forming 2 Armenian divisions in the Russian army) was the last straw.
