She implied there is a very large ideological divide between the richest Chileans who are outright fascists and the other 99% of the country who are your typical democratic westerners. Considering this fact I think he will continue to be remembered as a brutal murderer by everyone who isn't a literal evil aristocrat living in a walled castle that is at odds with the whims of the vast majority of people.

And although he was the visible figure in the eradication of a communist government in Chile, Plan Condor would have put another Chilean military man in power if it weren't for him.

In Latin America almost all the dictatorships from the cold war era are broadly shunned by the population but not for the reasons people assume.
Most Latin American countries had decadent economies riddled with protectionism, corruption and generally anti competitive policies. Many of those dictatorships embarked on economic reforms that shaked the previous cronyism that was in place.
The problem is that when you liberalize the economy you make it easier for capital to move in and out of the economy, and because of Volcker's 1982 shock capital started flowing worldwide to the US to take advantage of those insanely high UST rates.
This caused huge crisis all over Latin America where money could leave easier thanks to the reforms, in what would become known as the Latin American debt crisis.
People associated those economic crisis with the military regimes and started demonizing them, not because of their crimes, but because of the economic crisis.
The thing is that the crisis weren't the military juntas fault, they would have happened anyway, and the economic reforms they made weren't rolled back later, they were kept in place and were one of the major causes why most Latin American economies grew so much after the 90s, especially after 2003.
TL;DR people hate the military juntas because of economic reasons but they're too ignorant to understand how their reforms were to blame for all the good things that happened after 2002 that retards like Chavez, the Kirchners or Lula took credit for
