Because centralized planning is far more sociopathic than other systems. The disconnect between the central state and workers and peasants was even greater than between the nobles and commoners under the Tsar. Not that the Tsarist nobility were particularly benevolent and cared for the people, however they were beholden to the rule of law, they were assigned vassals and had a stake in their upkeep and keeping good order, as opposed to communist party officials and the Cheka who were allowed to act arbitrarily as long as they accomplished some vague dictat from far above, on paper, before being moved somewhere else.
