You can see him in a similar vain to Trump in that regard. If you read Wikipedia and modern historians, you would assume Trump was the most hated man in America, when in actuality he has wide popular support and a cultish following. Nero was seen as a man of the people partially because he practiced poetry, music, acting etc which were seen as low-born professions.

He's even said by Trajan to have cut down on corruption in public administration with some early reforms before he lost the plot completely after getting rid of Brittanicus and his mother. Nero also loved hosting games and festivals at the public expense that gave him a lot of favour with the average citizen.

However, he was ruthlessly cutting down the senatorial and equestrian classes with maiestas trials and a general rule of arbitary terror towards his later years. The actual public finances were in the toilet by the end of his reign, which further contributed to historians, who tended to be of educated classes, shitting on him.
