Nero also loved hosting games and festivals at the public expense that gave him a lot of favour with the average citizen.
However, he was ruthlessly cutting down the senatorial and equestrian classes with maiestas trials and a general rule of arbitary terror towards his later years. The actual public finances were in the toilet by the end of his reign, which further contributed to historians, who tended to be of educated classes, shitting on him.
