We can use nuclear weapons, both high yield bombs and "dirty" bombs designed to paste an area in nuclear fallout. We have nerve agents that can kill everyone unprotected in a radius of miles from where it has been released and chemical weapons that can render agricultural land and water supplies useless for years.

We can build an advanced navy and cut them off from sea freight upon which an industrial economy largely depends until they are unable to support effective air defenses indefinitely. We can fill the air with drones and when they fire a SAM at a cheap decoy respond quickly until they only have a few concealed air defense systems left, which we may be able to spot even if they do not reveal themselves, due to massive use of defoliants and constant reconnaissance.
