Like some guy from new hampshire driving through mass or ny on his way to like ohio. in 1982, 75% of all ATF prosecutions were technical violations caused by someone with a legally owned gun crossing state lines and not knowing the law in the other state was different. So the GOP made a bill that would ban that as well as clarify a bunch of shit in the 1968 GCA like what is "in the business of selling guns" and what is "a prohibited person"
The bill also had some other things that were based in it. It legalized buying ammo via the mail, it got rid of record keeping requirements for ammo purchases and it made it so you could buy shotguns and rifles outside your homestate so long as the gun complied with the laws of both the state you are in and your home state. IE on a hunting trip if your rifle got lost or you forgot it you could buy a new hunting rifle in the state you were in.
Hughes and Charlie Rangel, both dems with Rangel being such a corrupt piece of shit even jon stewart on the daily show called him out, tried to ban the registry of new machine guns as a poison pill. There was no vote, rangel called for like a voice vote and said it went through without counting even though there were more nays. the GOP didn't fight it because the NRA lobbyists said not to bother if it meant the bill passed.
