Nero definitely wasn't as bad as his critics painted him to be (especially so many Christian scholars doing their best to portray him as the literal Antichrist) but Caligula was just straight fucked.

In the case of Nero it's way worse, most of what we "know" about him comes from anti-empite cultists worshipping a donkey on a stick
