The 9/11 attacks were not seen as anti-government, but as anti-American. It provided a unifying force. People set aside differences, and even their dislike for the federal government, for the sake of wreaking vengeance on those deemed responsible. The federal government took full advantage of public sentiment to greatly expand its own powers which we are still struggling against to this day.

The Oklahoma City bombing was explicitly meant to be like the car bombing of the FBI headquarters in The Turner Diaries, which in that book inspires a mass movement to overthrow the US government culminating in "the day of the rope" when all nonwhites and jews are murdered. But in reality the horror of the act, and especially the fact that the car bomb was unwittingly placed right in front of a childrens daycare center on the ground level, meaning that most of the people killed were cute white kids, had the opposite effect. Instead of launching a movement to destroy the US government, anyone who was even remotely on the fence about joining such a movement wanted nothing to do with it.
