America has unusually broad protections for intentionally offensive speech, its really not like that elsewhere. For instance, in The Netherlands if you called Mohamed "the pedophile prophet" or called Jesus "a dead kike on a stick" you could be arrested and face serious prison sentences for insulting a religious group. And as for genocide denial, did you know that in Armenia its illegal to deny the Armenian genocide, but in Turkey its illegal to say that there was one. For Russia ww2 is essentially their national foundation myth, so denying the holocaust is not just antisocial behavior for insulting a religious group, it's also denying a key component of the moral righteousness of the great patriotic war.

But there won't be any Russian bases in Mexico precisely because Russia has nothing to offer to Mexico or any other country for that matter. Russia has nothing, no soft power, no attractive development model.
