How can we accelerate the decline in birth rates to zero or close to zero worldwide in order to destroy all modern social structures?

Figure out a way to successfully market male birth control. Should be (somewhat) easier now that they've developed a hormone-free version.

You can't. Fetility rate is a product of Carrying Capacity, once the two reach an equilibrium, population will stabalize

Industrialization is a factor, but not a primary one, what I mean by this is that the reason wealthy countries have lower birthrates is because in a wealthy economy, more resources are utilized per capita, which leads to a lower carrying capacity, thanks to industrialization which allows a high per capita resource usage, in poorer countries, resource usage is lower, leading to a higher carrying capacity.

Fails to explain why rates vary by culture. E.g. Mormons, Trad Caths, Amish, and Orthodox Jews in the USA having incredibly high fertility rates despite their circumstances being materially similar to wider society.

High birth rates only benefit Wall Street fatcats and government apparatchiks.
