I think Frederick Douglass wrote about slaves getting the week from Christmas to New Years "off", whatever that means. I think it meant they could visit their families sold to other plantations. Apparently it was a kind of pressure valve--he said that had the vacation been taken away, there would immediately be a rebellion. Not that such a rebellion would have been successful.

Apparently most of them drank and gambled their time away

Christmas was historically a 12 day holiday where literally no one worked and everyone got drunk. None of this was exclusive to slaves. No one is judging their moral fiber on what was perfectly normal in all Christian society until the Jews ruined it.

The south built an extensive rail network using slave labor, often leased from owners, so Iโ€™m guessing that downtimes in agriculture were a good time to hand them picks and shovels. Winters werenโ€™t harsh enough in the south to impede railroad building.

Wildly different answer depending on what part of the country you are asking about
The fact of the matter is, as capable workers, slaves in pre CW America had a very short shelf life, meaning, they were purchased, were capable labor for a not very long time and after that they were essentially dead weight
OP seems to think that it was remarkable that slaves didnt do much over the winter months, the fact is, at least for wealthy Virginia planters like President Washington, the majority of the slaves owned by a planter of his size, (once he started fully staffing his property the slave population at Mount Vernon never went below 200 until his death) didnt do a whole lot of what we would consider work all year round
Im always fascinated by people who in their imagination have black slaves in pre-CW America as this African Adonis's, like every black male slave was fucking Lebron James or something

Keep in mind, for all of the time that slavery was legal in the US, there were essentially no skilled laborers in the slave population, which is what makes the leftist screech "SLAVE BILDED AMERUCA DURR" so hilarious
No, slaves did not build Independence Hall, Monticello, The Presidential Mansion
In some cases slaves were used for the most menial labor but again, that was all they were cut out for
