I gave you your answer, you just refused it. Semites aren't Meds, germs aren't meds, celts aren't meds, Iranians scythians aren't meds or northern euros, and yet the religious and political authorities - which weren't separated at all at the time - didn't give a shit where the cults came from, as long as it was a good god to have on your side.
Pagans barely had any sort of racial consciousness at all. Greeks were an exception and eventually they came to include Macedonians, Thracians and Hellenized Syro-Luwians as their own because their rituals were virtually identical, so it wasn't exactly "racial" either, mostly a question of cultural compatibility.
