Fascism is an economic, cultural and philosophical way of life. What you're describing is authoritarianism. Such a regime can range from every part of the political and economic spectrum.

The communists actually did eliminate the existing economic class structure, the fascists did not.

The communists set up a new one though, on the other hand I don't think it's what they believed they were doing, however to square the contradictions of what was actually going on, they turned their ideology into a dogma and became zombies who'd just spout Marxist-sounding phraseology about "certain features being the unavoidable concomitants of transitional periods yet justified in the sphere of concrete achievement."
