It was still subverted at the top which is why they did the Haavara agreement. They were a zionist regime that was literally paying to send them to a colony out of the Germans' pockets. Really the only thing Hitler's party and policies seem to have opposed was communism, since they had already sent all the non-communists to Palestine by 1938.
