Reducing the scope of the government? No, pretty much every tyranny sought to make their regime the lynchpin through which the state, economy, and society operates.
Reducing the bureaucracy? Yes, plenty did this to replace them with their cronies who’d mismanage and misplace tax dollars/state industries.

He overthrew a socialist and I think he undid some of the government takeovers of the private sector, but Idk if he really reduced the power of the government or just sold some land or something.
