“Shrinking the government” doesn’t mean anything by itself. It’s a buzzword like “living wage.”

Reducing the scope of the government? No, pretty much every tyranny sought to make their regime the lynchpin through which the state, economy, and society operates.

Reducing the bureaucracy? Yes, plenty did this to replace them with their cronies who’d mismanage and misplace tax dollars/state industries.

Idk much about Pol Pot but would a Communist dictator really shrink the government?
The only guy I can think of that would maybe fit is Pinochet. He overthrew a socialist and I think he undid some of the government takeovers of the private sector, but Idk if he really reduced the power of the government or just sold some land or something.
